1. Preheat oven to 350 degrees F (175 degrees C). Grease and FLOUr one 9 inch round cake pan.
2. In a medium bowl, mix together the FLOUr, baking Powder, and salt.
3. In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the egGS one at a time, then stir in the vanilla. Beat in the FLOUr mixture alternately with the milk, mixing just until incorporated.
4. Spread the batter into the prepared pan.
5. Bake for 30 to 35 minutes in the preheated oven, or until a toothpick inserted into the center of the cake comes out clean. Allow to cool in the pan for 10 minutes, then Turn out onto a Wire rack and cool completely.
6. To make the frosting, melt the chocolate and butter in a double boiler over low heat. Once melted, remove from heat and stir in the confectioners' sugar, cocoa Powder, and milk. Beat until smooth.
7. To assemble the cake, place one layer of the cooled cake onto a serving plate. Spread with a layer of the frosting. Place the second layer on top, and spread the remaining frosting over The Top and sides of the cake.
8. Garnish with cherries and chocolate shavinGS, if desired.
