How to play Chaos In The City?

1. Set Up the game board by placing the four city Tiles in the center and the four surrounding townships in the corners.

2. Each player takes a character card and a set of Five action cards.

3. Each player shuffles their action cards and chooses one to play.

4. Players take Turns playing action cards, moving their character and taking actions.

5. When a player reaches the city center, they can take a city action.

6. The first player to complete three city actions wins the game.
