Each player begins the game by selecting a faction (U.S. or Arab). Each faction has their own unique set of cards and pieces.
Each player then takes Turns placing their pieces on the board. The U.S. player places their pieces first in the U.S. zone, Followed by the Arab player in the Arab zone.
1. Action Phase: DuRing this phase, players take Turns playing cards and taking actions.
2. Conflict Resolution Phase: DuRing this phase, players take Turns resolving conflicts in the Middle East.
3. End of Turn Phase: DuRing this phase, players take Turns resolving any remaining conflicts and adjusting their positions on the board.
Victory:
The game ends when one player Controls the most oil-producing countries in the Middle East. The player with the most oil-producing countries is declared the winner.
